Toronto’s Pest Rules: What Renters and Property Owners Should Know

Toronto’s Property Standards Bylaw, Municipal Code Chapter 629, requires every property in the city to be kept free of pests, including rodents and insects. That applies whether the owner lives there or rents it out.

If You Rent

The City advises tenants to raise the problem with the landlord or property manager first and submit a service request. If it isn’t dealt with in a timely way, contact 311 and the City will investigate.

If You Own or Manage the Building

Property owners are responsible for maintaining the property, including rented properties. In a multi-unit building, that can mean looking beyond the single unit where the complaint started.

Bed Bugs Need Cooperation

Anyone can get bed bugs, the City notes, regardless of income or housing, and they turn up in apartments, condos, private homes, hotels and offices. The City doesn’t classify them as a health hazard, but it does note skin infections, allergic reactions to bites, and the stress and anxiety of a severe infestation. Its guidance is that tenants, landlords and homeowners each have a role in getting rid of them.
